“To clarify, does this TV allow favorite over the air channels to be saved? Since there are no numbers in the remote, if I'm on ch2 and want to jump to ch28, it appears as though I have to scroll through every channel to get to ch28.”

Yes, it took me a bit to figure that out. You can save fav's and then scroll thru them. Say you're watching one channel and you want to do last watched. You left click to access the TV guide and when you select that Chanel then you can go back and forth between the 2.
