Hi Directvmain, Sounds like your TV and DirecTV equipment are being powered with a "smart" AC power strip. These power strips often shut down all outlets when the main device (usually your TV) is turned off. Also, check to make sure CEC, or HDMI control is turned off. This is a control via the HDMI cable that will allow the TV to turn on or off the receiver, or vice versa. Menu, settings, display, video, HDMI control.
