“Is there something that can be setup on the insignia 55" tv that has the cc option where Mexican shows cc is in English? When i lived in Houston, they had my tv settings where it would pkay the cc in english. I have contacted my cable provider. Nothing.”

Not to my knowledge. Going from English to Spanish AUDIO is feasible using SAP, but I don’t think that applies in reverse or with CC.
