A black screen with visible backlighting and lines on the display is not normal operation. First, try unplugging the TV for a few minutes and then reconnecting it. If the issue occurs on both the Home Screen and HDMI inputs, it may indicate a hardware or panel problem. Since the TV is less than a month old, I would recommend contacting Best Buy or Insignia support for warranty service or an exchange.
