• I'm pretty sure it will. I used it on an EPSON printer, but the same plug configuration is on the Insignia's and the LG tv's I have. You can always return it...

• Yes, it should. If the prongs on the back of your TV match the holes to this one, three narrow prongs of equal shape and size with the center one lower (or higher depending on how it's facing) I have a Vizio TV and it uses this connection so I'm sure your Insignia does as well. Most Tv's, desktops, monitors etc use this type of connection. There aren't many options so if this isn't it, it won't be too difficult to find the correct one.. Just match the shapes.
