“Does this cable work at 60Hz with a Samsung 32" 4K monitor with a display port to a MacBook Pro 15" early 2013 with GPU built in and thunderbolt? I have tried the StarTech cable and it did not work at all? Signal was messed up.”

No, It will run 4K @ 30Hz or 1080p @ 60Hz. I had to go with an HDMI cable on my Mac Mini to get 4K. I had to settle with 1080p on my IMac.
