“The product specs and the Q&A say it is thermoelectric. The box and instructions say that it has coils, uses refrigerant, and has cautions consistent with a small refrigerator. Which is it? I am happy with it. It cools faster than my old thermoelectric”

The product is Thermoelectric. Thermoelectric systems are more susceptible to environmental factors and need plenty of ventilation clearance, but they have a quieter operating sound level and are generally vibration free.
