“I feel like it takes a long time (20 minutes at least) to pressurize, and that’s with hot water and small amounts of food. Is this normal or is mine defective?”

Pretty normal. That's why you should consider the time it takes the instant pot to get up to pressure when you want to make a ”quick” dish. Something that only has to cook 7 minutes will actually take 27 minutes in total.
