Have you tried moving the antenna around the house to see if there is interference from some where in your house. If you have another TV try connecting to see if you get the same results.

If you follow all of the instructions, and it still does not work, please try calling the Geek Squad for assistance. A Geek Squad technician was able to help me set up my antenna over the telephone.
