If you're not using an apple compatible usb plug to plug into the outlet then that might be why you're seeing that message

I've never heard of this happening before. I would suggest doing a hard reset on your iPad & make sure the cord is not plugged into the device beforehand. If the problem still exists after doing this then the cord is defective.

Look at the power/watt output requirement. The older Apple products used less watt to charge. The new versions required higher wattages

I only use it to charge my Iphone 6. It works great and a lot cheaper than Apple Chargers!!

Their is a cable specific for the iPad mini 2. I would suggest that you make sure that the box states that, if yes then return it for a refund.

Unfortunately, with items that aren't Apple brand this happens often! I'd normally unplug and re-plug then I'd leave it be. That's worked the best for me

Try to use the standard Apple cable to see if the problem persists. If so, it is the iPad.
