Yes, I plugged it into my phone charger and then plugged it into the wall and it fully charged.

Yes you can that is actually how i have mine setup i have the end plugged into a wall adapter and then that is plugged into and extension cord going into my surge protector is works great and then you don't have to get up and go to your console each time you need a new battery.
