Yes it does. There is a button to make it turn or it can stay still if you want.

Yes it oscillates and this function can be turned on or off from the control panel or with the remote control which is supplied with it.

Yes. If you want it to oscilate, it gives you the option on both the panel on the tower and the remote control.

It does have an oscillating feature. It's a really nice build too, I was pleasantly surprised for the price of the unit.
