I bought it and called Toshiba. It’s a little different if you do it for a factory reset tv but here’s what you do. You push back, the left D pad, and rewind for about 30 seconds. Do this with your tv UNPLUGGED. then, remove the batteries from the remote. Then, plug the tv in, replace the batteries and then press the HOME Button. It works like a charm I literally just did it. It didn’t even ask to pair the remote it went straight to picking a network. :) I hope this helps someone!

I left the TV unplugged, put the batteries in the remote, plugged in the TV, used the Home button on the remote to turn the TV on, and after selecting the language onscreen it was ready to go - didn't even need pairing. Because I had previously tried another cheaper remote which did NOT allow pairing from a factory reset, I was expecting to need to use the steps that MelB mentioned above (thanks for taking the time to leave that info!) but was pleasantly surprised when this remote worked on the first try.
