• This is a mechanical plug adapter (and USB power supply) ONLY. IT DOES NOT CONVERT 230 V to 110V OR VICE VERSA. Laptop power bricks and cellphone chargers can accept usually between 110 and 240 V, so you just have to get the plug to physically connect. DO NOT PLUG OTHER TYPES OF APPLIANCES INTO IT (lamps, hair dryers, etc).

• It wouldn't work at all. Most likely you will damage the device. In USA is 110 volt and in most countries of Europe is 220 volt.
