“Will this still play audio simultaneously on the TV and a headset hooked up via 3.5mm to RCA? Situation is one person is very hard a hearing hence the headset and another just wants to listen to the TV at the same time.”

Yes, the audio will play through the hdmi connected to TV and at the same time you can audio out of the digital and stereo output, you will have to select between the 3.5mm connector or digital with the small switch.
