I can't say for sure, not having used it with a vcr, but it ought to... just make sure your'e getting the right one for the non RCA end... that it will connect to both the tv and VCR. This one is RCA on one end and USB on the other... I bought it to connect a computer to a TV without an HDMI or USB port. If your tv has a USB and VCR has RCA, it will work, but you'll still need a short RCA cable to go from VCR To the converter. Many folks still have the ones that came with their VCR and DVD players, even old tvs. If you still have the box, check it. You can order an RCA cable (RCA to RCA) but ask friends first... some people have lots of old cables in snaggled piles in the garage or basement. If you belong to a church, I would wager there are one or two there with all the other stuff they never throw away, even after they've tossed the VCR. Also, check the back of your tv carefully... it may have RCA ports... tvs that still have them often have them in a completely different spot to the HDMI and other ones. If you do, you just need the ol' RCA cables. Only you know what a "waste of money" is for you... I respect your stewardship... but if you have good tech that works well that has or requires RCA ports (like your VCR) it's not a bad thing to invest in now, while you can still get one.
