“Is there any reason why it would NOT work going from rca to hdmi? I have an old setup with vcr going into Philips TV. The rca ports on TV went out- this looks like it would work going from the vcr rca into this converter and into hdmi on tv”

Hi. HDMI is purely digital, and RCA is analog. The adapter makes the conversion from Digital (zeroes and ones) to Analog (radio frequency) and NOT the other way around. We have model NS-HZ330 that converts the opposite. Charles V. - Insignia Support https://www.insigniaproducts.com/contact-us

Best Buy does offer another Insignia converter that WILL work for you, i.e., RCA "IN" to HDMI "OUT" : Model:NS-HZ330 SKU:6134312 Please note which Converter you choose.
