Where is the LED power indicator? null

On the plug. It lights blue when its connected to the acc/cigarrate lighter. I think the Micro USB has a mini flashlight.

In the base of the cigarette plug adaptor, is blue in color.

It's a blue light inside the top of the charger... once plugged in, you should see it..
