The antenna needs to be near a window to "capture" a signal. So if your plans are to put it in an egress or an external wall window, it will pick up some channels. If you put it right next to the TV, it is very unlikely this will work.

Just maybe have it as close to the door to the basement as possible. Worse comes to worse, if it does not work, bestbuy will take it back.

Sorry, there was a problem. Please try again later.It would probably work in a basement and pick up a few channels if you have a good unobstructed window to set it up in. Or if you add a coax extender cable down from an upper level and set the unit up in a better position upstairs. Ours is in a first floor window and we get about 18-20 channels. Picks up Fox, NBC, and CBS really well and that was our biggest concern.
