Yes. Mine is placed in the basement. However there ia a closed window in the room. It works fine.

Maybe, it depends on how close you are to the transmission source, and if possible keep it away from fluorescent lights as they interfere with good reception.

It will work, but it will not pick up ideal signals.

I tried this in a basement window in northern Virginia, and it did NOT work. You need an outdoor antenna in most such instances.
