“Will this be able to charge via usb port on a computer? And is this guaranteed to allow a controller to charge while plugged into said usb in a computer?”

It should. I can charge and play while it’s plugged into the Xbox and I also charged it through an outlet while I was playing with it.

Yes. Any USB port on any device will charge the controller. I actually use my PS4 to charge my Xbox controllers. :)
