I bought this item and when I plug it in it blinks 4 lights but when I plug into a device it won't turn on what do I do null

if you connect it to your phone and then press the button to turn the unit on and no lights turn on, then the unit is dead and needs to be charged. 
If you are charging the unit itself , the lights will slowly blink and then remain lit once its fully charged up. they wont blink anymore.

The lights don't stay on all the time. They only come on initially and turn off. Your device should still charge even though the lights are off. If not you should try a different charger cable or return the product.

There is a bottom next to the lights. You have to press to turn it on before it will charge. It doesn't automatically charge when you plug in your device. That sucks I know.
