• No. I can verify that the USB port remains charged even when the Xbox is idle (off) unless you have the energy mode set to max energy savings in which case, everything on the consol powers down and you would need to power it back on to repower the port.

• No, just plugged in like normal. Xbox didn't have to be on and you still see the charging lights. Works great!
