How do I connect my insignia stylus to my iPad null

How do I hook this to my iPad? It is charged but does not write

I’ve turned it on, read the manual, I have the right device, it’s fully charged , I just bought it , I’ve tried touching the screen with it and it literally dosent work

This stylus doesn't connect. You use it by simply touching the screen.

This particular stylus cannot be connected to an iPad as it is not an active stylus. I have attached an example (pic) of an active stylus which has to be charged to be connected and used.
