“Need to use this as a 2nd external display on a work laptop. Installed the driver, device is recognized and says it's working. Display plugged in remains dark as if no signal. Windows does not show another monitor in 'display settings' to work with. Why?”

System was restarted multiple times, all indicators saying device working just fine. Gave up and returned the device; it was unclear whether an OS side problem or a device failure. Instead I got an HDMI -> mini-DP adapter, since my laptop had that port and I had not noticed it previously. Now I have two monitors running fine.
