The short answer is yes, but it leaves out two limiting factor: software and DVD drive capability. Typically, a microphone can record sound and save it to a file, commonly .wav or .mp3 sound files. The file then can then be copied onto any writeable DVD in a DVD drive that is capable of writing onto DVDs. I personally used this device to record sound in Garageband (Mac software) and did record that to a DVD, which I could then play in my DVD player.
