• Yes, the SUB ports work the same as the ones on the Xbox console.

• Yes they operate as such. However, I would use the USB on the from of the xbox one for the controllers. I've charged numerous things using the 4 USB's... As a side note, if you plug something into the fan deck, it will turn the xbox one on. Hope this helps.
