“When I cast or use these as blue tooth speakers there is a very noticeable lag, probably around 2 - 4 seconds. Is there a fix for that? I tried to use the tool in Home app, but it only goes up to 200 ms. Non Insignia speakers work in this case.”

I am using two of these speakers without WiFi and just syncing them by holding the + and - buttons located on top of the speaker as mentioned in the instructions. I can choose from my cell phone to play music from my phone from either speaker one at a time.
