“I have Google Home, a Mini and now an Insignia Voice. I also have a Hue hub. When I tell the Insignia to turn on a light or turn off a light, it says it has trouble contacting Philips Hue. How (exactly) do I get the Insignia device to talk to the Hue Hub?”

It should not be any different than your Google products. All of the home control settings on the Google Assistant stay the same across devices. You might want to just restart the device and/or reset it.
