Yes you can connect it to a Laptop. Make sure that the laptop has bluetooth receiver.

Yes, but it does appear to have intermittent issues. I am able to connect it to my laptop but other times it doesn't connect or shows that it is connected and does not play on the speaker. Keep trying, disconnect and connect the speaker. It has gotten better for us over time.
