650W should be more than enough but if you're planning on upgrading the CPU I suggest a 800W 80+ Bronze. Only because you're upgrading from a RX580. It could work but you are pushing the limits. I also suggest using PC Part Picker if you have any doubts and then buy from Amazon or Best Buy for the best quality and knowing that it will work. PS I know it's been 6 months but I hope this helps you now if you haven't started yet.

The PSU is adequate for this card as its lower power draw than the 580 was. Unless you have concerns about PSU quality, this card would not need more power. You are unlikely to be using more than 450w at max load.
