Yes. It meets the cpu requirement: however, motherboard compatibility is really the issue. If you get a board to match this cpu, you would be able to upgrade to Windows 11 as all of those boards would have what is called Trusted Computing Module 2.0 (TCM 2.0). This is required on the board to run Windows 11.
