• Yes, it comes with a heatsink and fan, don't even have to buy thermal paste. I kept the fan aside and purchased a liquid cooling system for mine, I suggest you do the same. I chose the captain 240x liquid cooling system. This is not required though, the included cooling system is optimal enough. - KJ

• Yes, it does. Of course that your motherboard and your case must have enough number of fans do deal with the heat.
