If you own a legit copy of windows after you change you motherboard and windows asks for activation you can call Microsoft and talk the machine service to transfer your license from your old motherboard to the new one.

Assuming you buy the 11900k, a new board, and keep your other parts (power supply, ram, ssd), just swapping out your ssd that has windows on it from the old motherboard to the new motherboard should work just fine. Drivers and everything should remain the same and not require any updating, since you’re only swapping out the cpu and motherboard.
