“Appears to include 1 state return to print out and mail if I don’t want to pay extra to efile. Will it fill out additional state returns and the option to print for an extra charge or is the additional charge just for a blank form? What are the charges?”

You do get a free state. If you need to file with another state, it does charge 39.99 I believe, but the program walks you through it so it is completed with your federal and original state. No idea what the charge for state e-file is.
