Perhaps, like me, you are using a Mac, in which case the product documentation clearly states that it only supports a single monitor. For Windows I believe that you have to use the HDMI and Mini DisplayPort to leverage two monitors. https://www.iogear.com/product/GUD3C02/

I use it for a single VGA monitor and then have a separate dongle for an HDMI monitor (both connecting to my 2017 MacBook Pro 15" using 2 of its 4 USB-C ports). That configuration allows me to use 2 monitors plus the MacBook's screen for display -- all connected (e.g. moving windows from one screen to the next, using PowerPoint on 2 screens, etc.), with each monitor functioning independently & recognized by the MacBook (See picture below). I can have multiple full-screen windows on each monitor, and use swipe when on that monitor to cycle through the screens. I've been working this way for nearly a year and it's incredibly productive.

I had to get another adapter to use dual monitors and it doesn't always work right. You have to make sure all your Mac is up and running all connections (wi-fi,bluetooth, vpn etc) are all made before connecting the adapter(s).
