You can definitely run your Roomba without WiFi or a phone by simply pressing the "Clean" button on the robot. You can stop it the same way, although your robot will automatically stop when it returns to its Home Base after completing a mission or to recharge. To schedule cleanings, or get other feedback about your robot, you'll need the free app. If you don't want any of the WiFi features, you could consider the Roomba 614 as it's unconnected.

It has buttons that are on the unit itself to use for manual operation. I don’t believe it will dock itself without WiFi though.
