“Just bought this to connect two HDMI monitors to my Dell, Windows laptop. I’ve connected both HDMI monitors to this device and plugged this into my USB-C port, yet my computer is not detecting any additional monitors. It is also NOT charging my laptop.”

You need a 65W charger to be plugged into the dock and need to download JCreates software

The computer must support "Power Delivery" for pass-through charge when using the USB-C power-in port (Up to 60W) on the device.
