its quite possible the TV's bluetooth source volume is much higher - ARC. To keep the settings neutral for all audio sources try one of these - I'm not sure if your tv is a sony but you get the logic - the settings could be similar to all devices just the location could be different - https://www.sony.co.uk/electronics/support/articles/00173903
