“I have a usb mic receiver that needs to pull charge from the Party box USB port to work but the receiver isn’t turning on when I plug it in. Any suggestions? It says it needs to be plugged into a 5v USB port and the party box should support that correct?”

Please isolate the issue by connecting your mic receiver to a different device's USB port. If the receiver still doesn't power on, there could be something wrong with its power circuit.
