You may have to change the volume on the headphones separate from the phone - I noticed the same thing and I just hit the volume button on the bluetooth headphones and the volume are separate from the phone or device playing audio but do interact. Or it might be the other way when your phone's volume is down and you have to boost that up there are two volumes some phones like Samsung combined it so it's just one volume.
