Only high-end TVs have built-in bluetooth. If your neighbor's TV doesn't have one, he/she will need to buy a bluetooth transmitter.

Go to settings and find out where the Bluetooth setting is and just connect it. Again only if you know if it's a smart TV or not.

Additionally, you can adjust the volume using the headphone's volume control button.
