“This is my first pair of wireless earbuds and I'm using them for music on an Android phone. I have the volume on full on the phone. The volume coming through the earbuds seems barely adequate. I'd like the music to be at least a bit louder then 4/10.”

These buds are junk. The sound you are getting is all you get. If it is within the return timeframe return them and get something worthwhile.
