Yes it works as a sync cord as well as a charging cable.

Yes it should. When I connect the cable from the phone to the MacBook it goes through the usual security questions and seems to be able to sync up with the computer. I am not sure if it works for other kinds of phones because the product seems to only be compatible with Apple products.

I believe you can connect this to your PC and follow the instructions given to achieve that action. I have connected to my laptop and it recognizes it as my phone and the app has syncing capabilities that allow you to do so. I just have not done that myself.
