yes, motion sensing can be turned off and I'm pretty sure you can set time in minutes to turn off, I don't use this function, but it has a setting (in minutes) to turn off automatically after no motion is detected

Then set your smart controls to turn off automatically after a certain time period. Then set it to manually turn on. I am enclosing some screenshots so you can view the features.
