“Does this switch work with smart lights? Constant power even if paddle is in off position?”

• the switch will be a power entry point for the SMART light if this is off then SMART lights won't work. Just curious, why would you need SMART light if you are installing SMART switch.

• It will work with smart lights. The paddle on/off is really a toggle, so it can be controlled through the Kasa app whichever option you want. If you want motion activated features to control the light suggest use the smart switch as your master control
