• Yes, you have to fill it out if you want to make the 12 cups. Red light means it is keeping it hot.

• Yes the water level has to be at whatever level in the fill tank to make that # of cups. I haven’t tried to brew 12 cups with only 10 cups of water though. The red light on means that the pot warmer is on
