“It says that the width is 23.6" yet the minimum window width is 28". My window is 27' wide, so would this product fit? I'm confused why the minimum width has to be 28" when the unit is only 23.6".”

Because the 23.6 width measure includes the width of the unit only, without the attached hardware that is necessary for installing in larger windows. Without attaching the hardware you could install the unit in a 24" wide window leaving a small void to fill on each side. You can attach hardware to one side of the unit for slightly wider openings or attache to both sides for larger widths.
