“Does this ac spit out water out to the window or does it have a tank inside? I live in the top floor apartment and I can’t have water running down my window.”

It retains the water. You can either wait until the unit shuts off, when the small tank becomes full, or you can remove the water every so often before this happens. Note, once the unit shuts off, it will not be responsive until the water is removed using the small hose provided.
