“Some ice makers do not have a storage bin that operates below freezing temps? Is the bin on this one below freezing for keeping ice, rather than melt and replenish?”

It seems to keep the ice cold but not so cold that the cubes stick together. These are small cubes, which would make a difference I suppose. Larger cubes could be completely frozen, but these are designed so that one can scoop them out in scoop that is provided, thus need to be loose. I've had this brand and model ice maker for 25 years (replaced a couple of times) and really like the loose - scoopable - small cubes.
